Make commands settings window resizable

This and other setting tabs with tables are not resizable and have poor UX due to that. I'd actually also consider removing commands, assistants, and prompts from the settings and add them to a dedicated prompt library scene / window. Then you can use inspectors, search, filter, toolbar items and more for a better UX.

Kai Oelfke: I see. To be honest, I wanted to move this into a dedicated Window, not within the Settings Window.
Same for Assistants / Prompt Library.
